Enhanced Policies @ Core District | Shanghai Tiqiao Biopharmaceutical Industrial Park set to become focus as a New Entrepreneurial Precinct

On October 11th, the "Empowering High-Tech Developments in the Biopharmaceutical Sector" 2021 Shanghai Biopharmaceutical Industry Innovation Summit was held at the Xiangyuan Hilton Hotel in Hongqiao, Shanghai. The event was attended by more than 500 people, including leaders of relevant departments in Shanghai and representatives of leading biopharmaceutical enterprises and investment institutions.

Ms Huixia Jiang, co-founder and managing director of BioClub, and Mr Yingfeng Xu, Mayor of Pujiang Township, Shanghai, attended the launch ceremony of new major biomedical projects and witnessed the signing of a document for strategic cooperation.

In recent years, with the strong support of the state for innovation and entrepreneurship in the biopharmaceutical sector, said the industry has entered a period of rapid development. As an important geographical location for the industry, the Yangtze River Delta region has displayed great dynamism in its development trend. In the Outline of the Yangtze River Delta Regional Integration Development Plan issued in December 2019, the biopharmaceutical industry has been identified as one of the top ten industries of focus for a new round of high-quality development in the Yangtze River Delta region. Shanghai, as the core district of the Yangtze River Delta region and the most economically developed city, plays an important leading role in the Yangtze River Delta integration development strategy, and is currently vigorously building and introducing biopharmaceutical innovation projects, actively establishing the biopharmaceutical industry ecosystem, with the intention to drive the Yangtze River Delta to become the one of world's top biopharmaceutical centers.

As one of the important locations of the development of Shanghai’s biopharmaceutical industry, Minhang District will keep pace with the general trend of the vigorous development of the global biopharmaceutical industry, grasp various great opportunities provide by the construction of Hongqiao International Open Hub, and refine the concept of the "3 plus X" industrial park around key regional planning, which will create a premier biopharmaceutical manufacturing area in the eastern Pujiang region.

Shanghai Tiqiao Biopharmaceutical Industrial Park is in the heart of the Pujiang region, located at the eastern end of the Minhang District. BioClub and Shanghai Tiqiao Textile Co., Ltd. (hereinafter referred to as "Shanghai Tiqiao ") arrived at strategic cooperation. Commissioned by Shanghai Tiqiao, BioClub’s life sciences community arm "BioHarbour" will operate the Shanghai Tiqiao Biopharmaceutical Industrial Park exclusively, to assist the industrial park project in the field of life sciences and healthtech, in establishing a technology-oriented, forward-looking, biopharmaceutical branch and ecosystem industry community, with an international flavour. Both parties intend to establish a one-stop shop solution to provide pharmaceutical and medical devices research and development to the market in Pujiang Town, Shanghai, to create a specialized biopharmaceutical industrial park, and combine the rich commercial and scientific research resources in the field of biopharmaceutical science and technology in Shanghai, and further promote the vigorous development of the biopharmaceutical industry in Shanghai.

Shanghai Tiqiao Biopharmaceutical Industrial Park is located at 519 Pujiang Town Liyue Road, Shanghai, at the intersection of Minhang District and Pudong New Area, just 12 kilometers away from the Shanghai Zhangjiang Hi-Tech Park, known as "China's Silicon Valley", and only 6 kilometers from the medical services and scientific research resources-rich Shanghai International Medical Science Park. The Park will establish in its surroundings, a fully functioning biopharmaceutical industry platform, business incubator, research and R&D institutions, talent apartments and public transportation facilities. The overall planned area of the park is about 140 mu, with a construction area of about 250,000 square meters. The strategic location, abundant amenities and facilities, coupled with its proximity to Shanghai, provide immense potential for the future development of the industrial park project.

According to the current progress of construction and building refurbishments in the precinct, the investment operation of the industrial park is divided into two separate phases. The first phase of the plan involves the transformation and operation of levels one to three of the park, with a total area of 48,771 square meters, and plans to incorporate canteens, cafes, exhibitions and conference halls, roadshow centers and other amenities.

The main purpose of the precinct is to build a regional industrial cluster based on the further improving and updating Shanghai biopharmaceutical industry, covering areas in medical consumables, medical devices, IVD, novel drugs, medical big data, as well as third-party inspection and approval services, CXO industry services and other sub-sectors. By providing a "one-stop shop" covering the life cycle of the resident enterprises, promoting the deep integration of manufacturing and development, providing a platform that fosters advantages in the core industry, to finally establishing an ecosystem of biopharmaceutical industry chain with "production and research and development" as the core.

In combination with the excellent industrial environment and policies of the Shanghai Municipal Government, the industrial park will focus on the introduction of biopharmaceutical production enterprises, and through the key cultivation of enterprises with high-end manufacturing capacity, the deep integration of cutting-edge technologies in bioengineering and materials science, to improve the production capacity of novel drugs and medical devices. Simultaneously, the precinct will gradually extend to both the upstream and downstream of production, through the construction of industrial public service platform, organization of international industry conferences, policy and financial support, and other ways to lead a new round of global medical industry development, to create a focal point at the Yangtze River Delta, linking the world's innovative biopharmaceutical industry.
